Street parking is paid by SMS from a Montenegrin number, which fails for most visitors in roaming. So this page starts with the option that always works, and covers zones and prices after it.

The short answer
For most visitors: use a gated car park and pay on the way out. No app, no local SIM, no worrying that your hour ran out while you were having coffee.
Street parking in Tivat is paid by SMS, and the SMS only works from a Montenegrin number. Roaming numbers usually fail. If you are here for a few days with a foreign phone, that alone is a good reason to skip the street.
We recommend the car park on Đačka street, by St. Sava church and a couple of minutes' walk from the health centre. It costs €0.70 per hour or €7 for the whole day. The daily rate is worth knowing: it is cheaper than the street, where a day costs €8 in the yellow zone and €10 in the red one. Anything longer than about five hours, take the daily ticket.
There is also a car park at Arsenalska, next to Porto Montenegro, at €2 per hour. Fine for a quick stop, but for half a day you will pay three times more than at Đačka, and the walk differs by a few minutes.

If you do park on the street
Charging runs Monday to Saturday, 7am to 11pm in summer. Sundays and public holidays are free. The zone is marked by the colour of the sign below the parking symbol: yellow is the cheaper one, red the dearer. The sign itself carries the number to text and the price, so it is worth a look before you walk away from the car.

- Digitalni Kiosk app — The practical option for foreign visitors. It takes any Visa, Mastercard, Maestro or Amex card, whichever bank issued it, and covers several Montenegrin towns. Worth installing if you are staying a while or driving on to Kotor or Budva.
- A paper ticket from a kiosk — Newsstands and tobacco kiosks sell parking tickets, including tourist packages covering several days. This is the only option that needs no phone, no card and no registration.
- SMS — If you have a Montenegrin number. For the yellow zone, text 1 followed by your plate with no spaces to 14701 for one hour, or 2 and your plate for the full day. For the red zone, 3 or 4 to 14590.
Two things worth knowing
Sunday is the one day the street beats the car park. Streets are free, but the gated car parks still charge. Đačka is open 11am to 7pm on Sundays.
Zone prices and SMS numbers were read from the municipal signs and verified on 31 July 2026 against the price list in force since June 2026. The rates shown are the summer rates, applied from 1 May to 30 September; winter rates are lower and charging runs 8am to 9pm. Gated car park rates can change by season.
Frequently asked questions
Can I pay for parking with a foreign card?
Yes, through the Digitalni Kiosk app, which accepts Visa, Mastercard, Maestro and Amex regardless of the issuing bank. If you would rather not install an app, buy a ticket at a kiosk or use a gated car park and pay on the way out.
Does SMS payment work while roaming?
Usually not. The parking SMS expects a Montenegrin number, so a foreign number normally fails. Do not count on it if you arrived with your own phone.
Is parking free on Sundays?
On the street, yes, on Sundays and public holidays. Gated car parks charge every day, so Sunday is the one day the street is the cheaper choice.
